A "tie" refers to fastening or binding something with string or cord, a necktie. A tie at one point was considered masculine and something that men wore with suits to the office, to work or to special events. But now ties are also worn by women and women wear it whenever they feel like it, mainly if it is something that can work with their outfit. When women incorporate a tie into their look it can be worn with trousers, with a dress, with a skirt. A tie can be pretty much worn with anything. A tie can be worn to dress up a look or dress down a look.
